Verse 21. All the earth shall be filled, &c.] Årah lk kol haarets, all THIS land, i. e., the land of Canaan which was only fulfilled to the letter when the preaching of Christ and his apostles was heard through all the cities and villages of Judea. It does not appear that the whole of the terraqueous globe is meant by this expression in any of the places where it occurs connected with this promise of the diffusion of the Divine light. See Psa. lxxii. 19; Isa. xl. 5; Hab. ii. 14.

Ver. 21. But [as truly as] I live , etc.] Which is the form of an oath, as the Targum; the Lord swears by his life, or by himself, because he could swear by no greater: all the earth shall be filled with the glory of the Lord ; this is not the thing sworn unto or confirmed, but that by which the oath is made and confirmed; and the sense is, that as sure as the earth “had been” filled with the glory of the Lord, as it may be rendered, as it had been with the fame of what he had done in Egypt, and at the Red sea; or as it “should be” filled with it in later times, especially in the kingdom of the Messiah in the latter day; (see Isaiah 6:3 Habakkuk 1:14); so sure the men that had provoked him should not see the land of Canaan.
Matthew Henry Commentary
Verses 20-35 - The Lord granted the prayer of Moses so far as not at once to destro the congregation. But disbelief of the promise forbids the benefit Those who despise the pleasant land shall be shut out of it. The promise of God should be fulfilled to their children. They wished to die in the wilderness; God made their sin their ruin, took them a their word, and their carcases fell in the wilderness. They were mad to groan under the burden of their own sin, which was too heavy for them to bear. Ye shall know my breach of promise, both the causes of it, that it is procured by your sin, for God never leaves any till the first leave him; and the consequences of it, that will produce you ruin. But your little ones, now under twenty years old, which ye, in your unbelief, said should be a prey, them will I bring in. God wil let them know that he can put a difference between the guilty and the innocent, and cut them off without touching their children. Thus God would not utterly take away his loving kindness.
