Ver. 21. But they
cried, saying, crucify him, crucify him .] They were fierce and furious, more noisy and clamorous, the more they perceived Pilate was for saving him; and they were more desirous to have him crucified, and more impatient until it was done, as the repetition of the word shows.

Matthew Henry Commentary

Verses 13-25 - The
fear of man brings many into this snare, that they will do a unjust thing, against their consciences, rather than get into trouble Pilate declares Jesus innocent, and has a mind to release him; yet, to please the people, he would punish him as an evil-doer. If no fault be found in him, why chastise him? Pilate yielded at length; he had no courage to go against so strong a stream. He delivered Jesus to their will, to be crucified.

21. Shouted (epefwnoun). Imperfect. Kept shouting. Used by Luke only. Compare
Acts xii. 22; xxii. 24.

Robertson's NT Word Studies

23:21 {But they shouted} (hoi de epefwnoun). Imperfect active of epifwnew, to call to. Old verb and a verb pertinent here. They kept on yelling. {Crucify, crucify} (staurou, staurou). Present active imperative. Go on with the
crucifixion. #Mr 15:13 has staurwson (first aorist active imperative), do it now and be done with it. No doubt some shouted one form, some another.
